How we price

A fixed-price build, then one annual plan for hosting and upkeep. One accountable contact, from the first call through launch and every update after it.

ADA Title II

When your site must meet WCAG 2.1 AA

The ADA Title II rule requires state and local government websites to meet WCAG 2.1 AA.

The Justice Department extended both deadlines by one year in April 2026.

Dates set by the Justice Department's interim final rule of April 20, 2026 (91 FR 20902, Federal Register document 2026-07663). Checked against the Federal Register on October 17, 2026.

  • Smaller public entities and all special districts

What a quote covers

Annual care plan

One plan, once a year

Hosting, updates and unlimited content updates after launch, invoiced once per fiscal year. The first year is required: it comes with every build and is quoted with it, then renews yearly. Price depends on the size of the agency and how many boards and departments post to the site.

The Village of Larkmoor is a made-up village we built to show what a small agency's site can be: meeting agendas as accessible web pages with printable PDFs, public notices, a department directory, a report-a-concern form, and pages in Spanish.

What the care plan covers

Kept running

  • Hosting

Your site runs on Cloudflare's global network, with automatic TLS so every page loads over HTTPS. Hosting costs are included in the care plan.

  • Updates

Weekly dependency audits, with security fixes applied as they're released.

  • Version history

Every version of the site is kept, and any earlier version can be restored.

Kept accessible

  • Accessibility checks

Every release is scanned against WCAG 2.2 AA with an automated tool before it goes live, and the live site is scanned weekly, with dated records kept.

  • Accessibility fixes

While your care plan with us is active, any accessibility problem you or a resident reports is looked at within 2 business days and fixed within 10, at no extra charge.

Kept current

  • Content updates, unlimited

Send agendas, minutes, notices, news posts, photos or staff changes. We post them within one business day, and urgent public-safety notices the same day.

New pages, sections or features are quoted separately at a fixed price.

How a build works

Most sites go live within a month of kickoff.

  1. Scope and quote

Send your RFP or a short description of the site you need. You get a firm, fixed quote for that scope.

  2. Kickoff

We gather your content, photos and answers. Work is delivered remotely, with on-site visits available for kickoffs and council presentations.

  3. Design and build

You approve the design, then review the whole site on a private preview link before anything goes live.

  4. Launch

Your site goes live and the care plan begins.

  5. Care plan

Hosting, updates and unlimited content updates after launch, invoiced once per fiscal year.

    Renews yearly

The schedule depends mostly on how quickly content, photos and answers come back from your team, so a site that needs a lot of its current information checked takes longer.

Common questions

  • Who owns the site?

Your agency owns its content, data, domain and design. You also get a perpetual, royalty-free license to run and modify the site's source code, and a full copy of that code at handoff or if the care plan ends. Storm Digital keeps ownership of the shared platform the site is built on.

  • Who will we work with?
