The ADA Title II web deadlines

The Justice Department's 2024 Title II rule requires state and local government websites to meet WCAG 2.1 AA, by these dates:

  • April 26, 2027State and local governments with a total population of 50,000 or more
  • April 26, 2028Governments with a total population under 50,000, and every special district

Dates set by the Justice Department's interim final rule of April 20, 2026 (91 FR 20902, Federal Register document 2026-07663). Checked against the Federal Register on October 17, 2026.

What we do for agencies

  • Websites residents can use

Fast, mobile-first sites with meeting agendas and minutes, public notices and department pages, with technical SEO so residents find the right page.

  • Accessibility

Remediation and testing against WCAG 2.2 AA, which covers the 2.1 AA criteria the ADA Title II rule requires.

  • Hosting and maintenance

Cloudflare's global network, automatic TLS and weekly dependency audits. On the care plan, we post your agendas, notices and news within one business day.

We also run Google and Meta campaigns for public announcements, tourism and events.

How we test accessibility

We test against WCAG 2.2 AA, which covers the 2.1 AA criteria the ADA Title II rule requires. Every release is scanned against WCAG 2.2 AA with an automated tool before it goes live, and after launch the live site is scanned weekly, with dated records kept.

Every site we manage runs on one shared platform, so a fix made to the platform reaches every site we manage.

Past performance (commercial work)

Your agency owns its site

With a paid build, your agency owns its content, data, domain and design. You also get a perpetual, royalty-free license to run and modify the site's source code, and a full copy of that code at handoff or if the care plan ends. Storm Digital keeps ownership of the shared platform the site is built on.

If we're ever unavailable

Your site doesn't depend on anyone being at a desk. It runs on Cloudflare's global network, and every version is kept, so any earlier version can be put back live in minutes.

Your agency owns its content, data and domain, and a paid build includes a full copy of the site's source code at handoff or if the care plan ends. Another developer can take it over without starting again.
